Marlene G. Baldinger has called Lebanon Borough home for 38 years. A three-term elected Councilwoman, Marlene currently serves as President of the Lebanon Borough Council and Chair of the Public Safety Committee, bringing decades of professional leadership, community commitment and hands-on experience to her work for Lebanon.
Marlene has served the Borough in a variety of leadership roles, including Council President, Chair of Public Safety, Deputy OEM Coordinator, Co-Chair of Personnel and of the Infrastructure and Communications Committee. She also serves as Council liaison to the Lebanon Borough School Board and North Hunterdon-Voorhees Regional High School District, helping strengthen communication and collaboration on issues affecting local students and families including tax implications, representation of the Lebanon Borough community and as a voice of collaboration and partnership.
During her three terms on Council, Marlene has worked to make local government more transparent, responsive and accountable, while focusing on the issues that matter most to residents, including public safety, infrastructure, responsible development, traffic and pedestrian safety, community communication and quality of life. A huge win for the borough was a nine year effort to have the Council meetings livestreamed, which was accomplished on August 19, 2026.
Her commitment to Lebanon is personal as well as professional. Marlene has proudly called the Borough home for 38 years. Her two children were born, raised and educated in Lebanon Borough. Marlene understands firsthand what it means to raise a family here and why protecting the character, safety and future of our community matters.
A Commitment to Community Education
Marlene has long believed that an informed community is a stronger community. Through her professional expertise and community involvement, she has worked to help residents become more informed and confident advocates for themselves and their families.
She has developed and presented educational lectures for seniors on how to become informed healthcare consumers, helping participants understand how to ask questions, navigate the healthcare system and advocate for safer, higher-quality care.
She also writes the “Smart Patient” article series, addressing healthcare quality, patient safety, informed decision-making and issues that affect patients and families. Her goal is simple: to give people the information they need to be active participants in their own healthcare. Read the series →
For the past four years, Marlene has also returned each year to Clinton Public School to speak with seventh-grade students about civics, government and what it takes to run for and serve in elected office. She shares her own experience as an elected official and encourages young people to understand that democracy is not something that happens somewhere else. It begins with informed citizens who are willing to participate and serve their communities.
Professional Leadership
Professionally, Marlene is a nationally credentialed healthcare risk and insurance executive and a critical care nurse with more than two decades of leadership experience spanning acute care, post-acute care and senior living. She currently serves as Corporate Director of Risk Management, Insurance and Compliance for a multi-site healthcare and senior services organization, where she leads enterprise risk strategy, claims and litigation management, insurance procurement, compliance investigations and workforce safety initiatives.
Her professional credentials include Associate in Risk Management (ARM), Certified Professional in Healthcare Risk Management (CPHRM), Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Aging Services Risk Management (CPASRM) and Six Sigma Green Belt. She is also a certified trainer in High Reliability Organizations (HRO) and ALICE Active Shooter Response for healthcare environments.
Marlene is a graduate of New York University, where she earned a B.A. in Health Policy, Political Science and History, and holds a graduate nursing degree from Beth Israel School of Nursing. She is also completing her Master of Science in Jurisprudence at Seton Hall Law School, with a concentration in Hospital and Health Law.
Leadership Beyond Lebanon
Marlene is the Chair of the Board of Bridgeway Behavioral Health, where she has served as a trustee for nine years and also chairs the Risk Management Committee. Marlene is committed to advancing New Jersey’s Stigma-Free Mental Health Initiative, helping break down barriers to care and creating communities where people feel comfortable seeking mental health support.
Whether in the hospital, the classroom, the boardroom or Borough Hall, Marlene’s work is grounded in the same principles: listen, lead, solve problems and follow through.
After 38 years of calling Lebanon Borough home and three terms of serving its residents, Marlene remains committed to building a safer, stronger and more connected community for the next generation, while serving and running for what’s important to you.
